A very simple construct.
All flat steel plates are at right angles (very strong). They are easily welded together to form the top and bottom walled components. Then, the plate racks lay on top of the walls. These have semicircle slots to hold the cylinder bearing. The cylinder bearing has a straight slot cut length-wise to hold the swing plates. They can be 1/2-inch to 3-inches thick!

Like the rope on a pendulum, the swing beam "leg" (cylinder bearing to cylinder bearing) can be made longer, allowing it to swing more, allowing it to absorb and dissipate more kinetic energy

When you combine layers with different leg lengths, you can change the natural frequency of motion. And if you place a column layer with a different leg length in between stories of a building, then the ground frequency is dissipated and not amplified.
